DUTIES:
Reporting to the Senior Manager, Transportation, this position will be responsible to plan, direct, organize and manage activities related to long and short range infrastructure planning and service delivery.  Will be responsible for budget control and monitoring; prepare and recommend annual operating and capital budget levels, as well as administering budgets within approved levels; will be responsible for review and response to rezoning, site plan control, Committee of Adjustment and Street & Alley Closing applications from an engineering perspective, including liaising with developers and Consultants in this regard; responsible for the coordination and monitoring of infrastructure projects through the Environmental Assessment (EA) process; responsible for the coordination and implementation of the recommendations contained within the Bicycle Use Master Plan; responsible for the updating of the Strategic Roadway Improvement Priority Study (S.T.R.I.P.S.); prioritizes and ensures the maintenance of vehicle count programs; ensures the maintenance of the collision report database; responsible for maintaining and updating the Traffic and Parking Bylaws, including preparation of reports to Council; responsible for review and approval of all traffic detours for construction works as well as oversize load route approvals; receives, investigates and responds to all inquiries and complaints; oversees the design and construction of off-street parking lots; liaise and maintains cordial relations with all service areas; ensures effective human resource management of the Division in accordance with the various collective agreements, corporate policies and procedures; Will perform Occupational Health & Safety duties as outlined in the Corporation’s Health and Safety Program.  Will perform other related duties as required.
                                                                                                                                                                                                                   
QUALIFICATIONS:

  • Must have a Master’s Degree in Civil Engineering, Urban Planning, or Ontario Ministry of Education equivalency and a minimum of four (4) years of experience in an engineering or transportation planning related environment requiring public relations skills;
  • OR Must have a University Degree in Civil Engineering, Urban Planning, or Ontario Ministry of Education equivalency and a minimum of six (6) years of experience in an engineering or transportation planning related environment requiring public relations skills;
  • Must be registered as a Professional Engineer or a Professional Planner.
  • Must have the ability to travel to off site locations in a timely and expedient manner as required.  If method of travel is by vehicle, a current valid and lawful Driver's Licence is required in accordance with the Highway Traffic Act and must provide a driver’s abstract as a condition of employment.
  • Must present clear, concise, and accurate verbal and written reports.
  • Must have proven technical, communication and interpersonal skills.
  • Must be familiar with all relevant legislation and codes.
  • Should have knowledge of the Occupational Health and Safety Act, its regulations and knowledge of the hazards associated with the work.
  • Will be required to complete and remain current as per the requirements of the Corporation’s Management Certificate Program.
  • Progression through the Art of Supervision Program Certificate or a supervisory program of a similar nature is considered an asset.
  • Given that this job is a new position a Physical Demands analysis will be completed with the incumbent after approximately six months of occupying the position.
