Duties and Responsibilities:
Reporting to the Executive Director of Treasury and Financial Accounting / Deputy Treasurer, this position will be responsible for:- Ensuring that adequate internal controls exist to ensure the accuracy and completeness of the general ledger;
- Ensuring the reconciliation of all subsystems to the general ledger;
- Ensuring completion of the annual external audit including consolidation and production of annual financial statements and the annual financial information return to the Province in accordance with all Public Sector Accounting Board (PSAB) Standards, including accounting for tangible capital assets in accordance with PSAB 3150;
- The timely close of month-end and year-end accounting periods as well as the coordination and preparation of the annual audit working papers as well as managing various commodity tax accounting and related matters;
- The provision of accounting advisory services to all service areas including the requirement to work very closely with the financial system support team in developing objectives and priorities to ensure data integrity within the financial system;
- The corporate bank reconciliation functions ensuring proper support and controls are in place to facilitate the timely and efficient completion of all corporate bank reconciliations, regular balance sheet account reconciliations and provision of support to the reserves and capital accounting group;
- Various aspects of forecasting and budgeting; providing corporate cash handling advice and reviews, monitoring of Finance policies and procedures;
- Supervision of both union and non-union accounting and treasury;
- Performing Occupational Health & Safety duties as outlined in the Corporation’s Health and Safety Program;
- Performing other related duties as required.
Qualifications:
- Must have a Master’s degree in Accounting or Finance or Ontario Ministry of Education equivalency and a minimum of four (4) years of progressively responsible experience in a computerized accounting environment and/or finance department with a strong technical background;
- OR Must have a University degree in Accounting or Finance or Ontario Ministry of Education equivalency and a minimum of six (6) years of progressively responsible experience in a computerized accounting environment and/or finance department with a strong technical background;
- OR Must have a post secondary school community College diploma in Business Administration (Accounting or Finance) or Ontario Ministry of Education equivalency and over (10) years of progressively responsible experience in a computerized accounting environment and/or finance department with a strong technical background;
- Must have a professional accounting designation (CPA/CA, CPA/CMA, CPA/CGA) and remain a member in good standing with the association;
- Must have the ability to travel to off site locations in a timely and expedient manner as required. If method of travel is by vehicle, a current valid and lawful Driver's License is required in accordance with the Highway Traffic Act and must provide a driver’s abstract as a condition of employment;
- Must be available to work overtime during peak periods and attend Windsor Public Library staff and board meetings;
- Preference will be given to individuals who have experience in the audit and preparation of financial statements;
- Should have knowledge of the Occupational Health and Safety Act, its regulations and knowledge of the hazards associated with the work;
- Will be required to complete and remain current as per the requirements of the Corporation’s Management Certificate Program;
- Progression through the Art of Supervision Program Certificate or a supervisory program of a similar nature is considered an asset.
