DUTIES:
Reporting to the Supervisor, Recruitment & Staff Development, this position is responsible for ensuring that workforce planning is an integral part of the Corporation’s strategic focus. This role will oversee the Corporation’s workforce planning and employee development strategy, ensuring alignment with the Corporation's strategic goals; research, analyze, and recommend best practices for performance management, succession planning, and organizational design; develop strategic plans to address skill gaps and workforce needs, using workforce data to inform decision-making. Align workforce planning and development strategy with learning and development programs through research, design, and program evaluation. The Workforce Planning Specialist serves as the corporate authority on the Performance Management program, overseeing competency frameworks and performance appraisals. Develop and improve performance management tools and training programs to enhance organizational and individual performance. Oversee employee development programs, including Talent Management, Coaching, and Mentoring initiatives. Also responsible for the maintenance of the Physical and Cognitive Demands Analyses for all corporate positions. Responsible for leading succession planning efforts and career development initiatives and developing corresponding training programs; Will serve as an employee career advisor, providing guidance on career development, self-assessment tools, training recommendations, and growth opportunities. Develop and implement career pathing strategies, individualized Employee Development Plans, and leadership development programs. This position is responsible for the analysis, interpretation, recommendation and maintenance of change management. Work along-side Human Resource Business partners to recommend improvements to organizational design, supporting re-organizations. Provide oversight and guidance on change management strategies for organizational growth and restructuring. Maintain and update job descriptions, organizational charts, and staff establishment documents. Will conduct ongoing data analysis for the purposes of reporting and identifying workforce trends and to support decision making. Collaborate with external partners, such as municipalities and schools to address workforce gaps. Will perform Occupational Health & Safety duties as outlined in the Corporation’s program. Will perform other duties as assigned.
QUALIFICATIONS:
- Must have a University Degree in Human Resources, Business Administration, Sciences, Education or Social Sciences or Ontario Ministry of Education equivalency and a minimum of four (4) years of professional experience in a Human Resources, Organizational Development and/or Workforce Planning setting;
- OR Must have a post-secondary school community College diploma in Human Resources, Business Administration, Sciences, Education or Social Sciences or Ontario Ministry of Education equivalency and a minimum of six (6) years of professional experience in a Human Resources, Organizational Planning and/or Workforce Planning setting;
- OR Must have an Ontario Secondary School Graduation Diploma plus one (1) year of post-secondary education in the areas of Human Resources, Business Administration, Sciences, Education or Social Sciences or Ontario Ministry of Education equivalency and a minimum of ten (10) years of professional experience in a Human Resources, Organizational Development and/or Workforce Planning setting
- Must have the ability to travel to offsite locations in a timely and expedient manner as required. If method of travel is by vehicle, a current valid and lawful Driver’s License is required in accordance with the Highway Traffic Act and must provide a driver’s abstract as a condition of employment;
- Must have the ability to understand complex business plans/requirements and translate same into a Strategic Workforce Plan while complying with applicable employment laws and regulations;
- Must have experience leveraging HR Systems/technology to create workforce analytics and metrics;
- Must have excellent public relations, grammatical and customer service skills and maintain cordial relations with the public and all staff;
- Must have highly developed interpersonal, human relations, presentations, and communication skills;
- Must have advanced skills in Microsoft Office suite of products;
- Should have knowledge of the Occupational Health & Safety Act, its regulations and knowledge of the hazards associated with work;
- Experience in developing and utilizing predictive analytics and statistical modeling is considered an asset;
- Expertise in talent management processes is considered an asset;
- Previous working experience with PeopleSoft HRMS will be considered an asset;
- Completion of CHRP (Certified Human Resources Professional) designation or Adult Training Certificate will be considered an asset.
