Duties and Responsibilities:
Reporting to the Executive Director, Parks, Recreation & Facilities or designate, this position will be responsible for:- Ensuring the effective operation and safety of municipal parks, recreation facilities, and public events, particularly during afternoon, evening and weekend hours when direct supervision is limited.
- Providing continuity of leadership during periods when traditional management coverage is limited;
- Providing direct functional supervision/leadership to afternoon and weekend crews, including Park Operators, Rink Attendants, Summer Students and Community Service employees;
- Scheduling, monitoring performance, resolving interpersonal issues, and ensuring compliance with municipal policies and OHSA standards;
- Managing operational readiness for high-traffic events such as Windsor Spitfires, and Windsor Express games, community festivals such as Bright Lights, and special bookings and coordinating with the facility team to ensure smooth crowd flow, safety, and positive public experience;
- Acting as a point of contact for afternoon on shift emergencies, including facility breakdowns, safety hazards, windstorms, flooding and winter control activations;
- Serving as a liaison between the numerous divisions of Parks, Recreation & Facilities, during afternoon/evening, ensuring issues are triaged effectively;
- Completing shift reports, incident documentation, and ensuring adherence to municipal standards and OHSA regulations;
- Responding to service requests from 311 related to parks, recreation and facilities operations, including vandalism reports, and other public concerns and ensuring timely resolution and proper documentation and follow up;
- Serving as a flexible supervisory resource, stepping in during vacations, sick leave, or other absences;
- Providing functional supervision and leadership to operational staff, managing, crews, and resolving operational issues as they arise;
- Supporting a positive community experience while protecting municipal assets;
- Will perform Occupational Health & Safety duties as outlined in the Corporation’s Health and Safety Program;
- Will perform other related duties as required.
Qualifications:
- Must have a Master’s Degree in Forestry, Horticulture, Turf Management, Public Administration, Business Administration, Engineering, Sport and Recreation or related field, or Ontario Ministry of Education equivalency, and a minimum of one (1) year of experience with equipment operation and maintenance, customer service and public interaction, time management and task prioritization, and problem solving in field conditions;
- OR Must have a University Degree in Forestry, Horticulture, Turf Management, Public Administration, Business Administration, Engineering, Sport and Recreation or related field, or Ontario Ministry of Education equivalency, and a minimum of two (2) years of experience with equipment operation and maintenance, customer service and public interaction, time management and task prioritization, and problem solving in field conditions;
- OR Must have a Community College diploma in Forestry, Horticulture, Turf Management, Public Administration, Business Administration, Engineering, Sport and Recreation or related field, or Ontario Ministry of Education equivalency, and a minimum of four (4) years of experience with equipment operation and maintenance, customer service and public interaction, time management and task prioritization, and problem solving in field conditions.
- OR Must have an Ontario Secondary School Graduation Diploma plus one year of post-secondary school courses in in Forestry, Horticulture, Turf Management, Public Administration, Business Administration, Engineering, Sport and Recreation or related field, or Ontario Ministry of Education equivalency, and a minimum of six (6) years of experience with equipment operation and maintenance, customer service and public interaction, time management and task prioritization, and problem solving in field conditions;
- OR Must have an Ontario Secondary School Graduation Diploma or Ontario Ministry of Education equivalency and a minimum of ten (10) years of experience with equipment operation and maintenance, customer service and public interaction, time management and task prioritization, and problem solving in field conditions;
- Certifications in areas such as Pesticide and Vegetation Management, Playground Inspection, Refrigeration and Arena Operations, or other relevant areas would be an asset.
- Must hold and maintain a current valid and lawful Class G Driver’s License in accordance with the Highway Traffic Act, for the purposes of operating a City of Windsor vehicle and provide a driver’s abstract as a condition of employment.
- Should have knowledge of the Occupational Health and Safety Act, its regulations and knowledge of the hazards associated with the work;
- Will be required to complete and remain current as per the requirements of the Corporation’s Management Certificate Program.
- Progression through the Art of Supervision Program Certificate or a supervisory program of a similar nature is considered an asset.
Physical Demands:
